Project experience of HOWARD RESEARCH AND JAMES H. LANGSTAFF

​

My projects initially for four summers were in the oil/gas business in Sarnia, Ontario.  I was part of the team that made butyl rubber – a very important ingredient in synthetic rubber.  I recommend three pipelines built tout de suite for Canada and one to Sarnia.  

 

I worked for Atomic Energy of Canada, in Ottawa, and I helped to make medical isotopes for diagnostic and therapeutic services for hospitals.   

 

I also worked in the power generation aspects of AECL and developed experience in research in Ottawa and at Chalk River Nuclear Laboratories.  When I worked at AECL, all of the Ontario CANDU reactors were in the world’s top ten of efficiency. 

 

I developed experience working at Ernst and Young and KPMG in their health care, economics and Government consulting practices.  I was in favour of freer trade but fair trade and was not in favour of wide open ended globalization believing it would end in major challenges. 

 

 

I performed under the direction of the talented Ministers of Health – the Honourable Zane DeSilva and Honourable Mrs. Patricia Gordon Pamplin,  a review of Operations and Governance of the health care system in Bermuda that was well received and implemented. 

 

I developed a plan for health care reform and medical tourism  for the country of Bermuda that was also well received.  This was also under Patricia Gordon Pamplin, Zane DeSilva, Michael Winfield, Phil Butterfield, and several other community leaders from Bermuda. 

 

75% of my work experience, for over 30 years, has been in the health care industry with a main focus on hospitals and regional planning.  I summarize just a few key success points to my credit. 

 

National hospital medical ethics committee investigation with recommendations published in the Canadian Hospital Association Journal.  Hospital ethics are good compared to other industries such as finance, banking, mining, and others. Key problem remains of higher rates of clinical staff drug addiction and dependence mainly in hospitals.  

 

Hospital wide operational review at the North Bay Civic Hospital preparing the hospital for a major improvement and expansion a real feather in the cap of northern Ontario.

 

Study at Vancouver General Hospital resulting in major improvement of diagnostic services. Terrific mentorship under CEO Jim Flett and Dr. Campbell.

 

Studies at the Foothills Provincial General Hospital, Calgary, under the superb mentorship and leadership of CEO, Mr. Ralph Coombs, Board Chair, Mr. Alvin Libin and Dr. Clarence Guenther was performed.  Participated in major efficiency studies in hip replacement, gall bladder, and myocardial infarct and ischemia heart disease patients. Very impressive success in reducing length of stay from an average of 3 weeks to under 2 weeks for hip replacements. Both myocardial infarctions and gall bladder surgeries also produced significant reductions in average length of stays linked to more rehabilitation service and smarter treatment modalities. 

 

Success at the Winnipeg Health Sciences Centre included modernizing the medical and clinical staff structure at the hospital.  The proposed structure adopted by the hospital board of directors and the medical advisory committee is utilized by all major teaching hospitals across Canada. 

 

While at Winnipeg Health Sciences Centre, I was also part of the team that reduced hallway medicine and improved mental health. I was also involved in major improvements to outpatient cancer program.

 

Ottawa Civic Hospital – I developed a medical manpower planning and impact analysis for the hospital.  Paper for publication in Dimensions in Health Services won first prize in University of Toronto Graduate Society submissions.  This paper in part showed Ontario was heading toward medical education fiasco. 

 

At the Ottawa Civic Hospital, I was part of the team that developed the Ottawa Civic Hospital Heart Research Centre under Dr. W. Keon, Dr. Debold and others.

 

Howard Associates and IDEA Corporation was also involved in selling Cardionatrin, a large commercial sales success to a Japanese pharmaceutical firm.  Clinical trial program at the Ottawa Civic Hospital was established and was a very positive success for the new heart research centre.

 

Was part of the group that brought the Dornier extracorporial shock wave lithotripsy machine (kidney stone cracker) to Ottawa greatly reducing length of stay in urology and improving treatment for patients with kidney stones. Also, a huge positive to reducing hallway medicine.

 

Designed improvements for mental health for Durham Region but not fully implemented by the Government of Ontario.  Project performed with General Motors of Canada and the Durham Regional Health Planning Authority. 

 

Developed a community health centre for the Niagara Region in Welland, Ontario, with focus on mental health and French language services in conjunction with Dr. Dubois, Gary Zalot and Ken Deane.

 

Improved preferred accommodation revenues at St. Peter’s Hospital, Chedoke McMaster Hospital, St. Joseph’s Hospital in Toronto and London, and Grand River hospital in Kitchener along with numerous others. Increased revenues by millions of dollars per year.

 

Reviewed back office and non-clinical departments at Scarborough Grace hospital in Scarborough to make them more effective and efficient.  

 

Performed hospital wide operational review with focus on clinical and operating room services at St. Joseph’s Hospital, in Toronto under Ken Deane in 2006.  This was the second time I reviewed St. Joseph’s Hospital. I also reviewed this hospital as part of Wood Gordon Consulting Review. 

 

Improved low-income patient access to Canada Pension and Old Age Security Pensions.  A great success for low-income seniors. 

 

Conducted an extensive review of chronic care copayment and long term care patient treatments all across Ontario. This extended study began in 1984 and my work on this project continued until 2006 and accounted for 20% of my time during this period. Major improvements all across Ontario were the result including for the 70,000 patients in long term care, a gain of billions of dollars of added revenues for Ontario Institutions and providers of care, over this time period, and enhanced patient care, and better patient delivery.  

 

Was part of the team that improved copayment, preferred accommodation and long stay patient protocols at Our Lady of Mercy Hospital – St. Joseph’s Health Centre Toronto. This led to re-design of the service and eventual total rebuild of the hospital facility in part due to enormous increase in revenues over 15 years, community fundraising, and Government support.  – a successful model for the future. 

 

I won the Western Ontario Sciences fair with a leading project in cancer research.

 

I developed experience as an equity analyst for Howard Associates Private Equity Funds and I used the revenue generated and funded two short films and to do pro bono community projects. One film was presented at the Cannes Film Festival. These films were in topics of hospitals, health care and the environment. As an equity analyst, my main focus was mining, entertainment/media and medical, biopharma, and pharmaceuticals.

 

I developed experience in the mining industry and was one of the early investors in Viking Gold Exploration – a gold company in Canada but also an exploration company for valuable rare minerals for the medical industry. I worked with Dr. Robert Gynn a leading geologist.

 

I was one of the early shareholders in BPI mutual funds that was developed for ten years and later sold to CI mutual funds after a very long period of positive success. I was especially focused on the community support projects.

 

I have experience as a political analyst and have studied election strategy and outcomes in both Canada, the United States, and Europe going back to 1960. I developed a computer model for polling election results and strategy.
